Foreign Office, July 19, 1910. I TRANSMIT to you herewith a paraphrase of a telegram from His Majesty's Ambassador at Berlin, relative to a report which has reached his Excellency to the effect that arrangements have been made for the engagement of German military instructors for the Chinese army.
I shall be glad to know whether you have any information on this subject.
